The position will require extensive travel, a rotation schedule of 2 weeks on & 1 week off (14 days on & 7 days off)

RESPONSIBILITIES

Quality Control Representative for Clients:
– While fulfilling the client-specified quality control roles, the QSE must conduct the QC meetings, perform the three phases of control, perform submittal review and approval, and provide QC certifications and documentation required in the contract.
– The QSE will frequently carry the Contract Quality Control Manager title for USACE projects managing and coordinating the three phases of control and any inspections required by the contract.
– The QSE, with the approval of and in conjunction with the Project Manager, will promptly complete and furnish serial letters, material submittals, shop drawing submittals, schedules, and all other project documentation required by the contract and shall be responsible for maintaining these documents and records at the site at all times.

Competency and consistent results are expected in the following:
– Performance of the required duties of the CQC Manager role as established by the USACE or other client specifications.
– Support Project Management in ensuring compliance with all contract plans and specifications.

Execution of quality control management-oriented tasks that include but are not limited to the following:
– Developing a high level of understanding of the contract and specified requirements and constraints.
-Informing project personnel of contract requirements and monitoring contract activities to ensure compliance.
-Providing consistent, clear, and project-management-approved communication with the client to include updates to the days' activities, survey concerns, contractual clarification, requests for information, operational discussion, updates to any DFWs as specified for the project, etc.
– Maintain a two-way flow communication style for clients, stakeholders, project management, and crew.
– Maintain reporting standards that document potential causes for production variations and provide a comprehensive record of project events, payment, and quality.
– Develop and execute the project plans (i.e., Quality Control Plan, Environmental Protection Plan, Work Plan, etc.)
– Utilizing RMS 3.0 (or designated project system) to create and submit QC daily reports and accompanying documentation, manage and track contract submittals, contract correspondence and pay applications, and track deficiencies
– Manage Payment Applications – generate, track, and maintain records
– Understand, develop, and execute the three phases of control as outlined in the contract
– Schedule, conduct, and take minutes for all contract-related meetings
– Manage and maintain subcontract works and service providers while ensuring all subcontractors comply with company safety and environmental policies
– Oversee, report, and document project environmental efforts.
– Basic proficiency in survey operations.
– Basic proficiency in production analysis and monitoring.
– Basic proficiency in Primavera for contract scheduling.
– Participate in developing and implementing training programs for site-specific activities as necessary.

Quality Assurance within Site Engineering Operations

Competency and consistent results are expected in the following:
– Ensure a safe work environment for operations and tasks.
– Align SE activities to be completely consistent with current best methods, including Field Operation guidance, industry standards, Tech Sheets, manufacturer calibration standards, contract-specified methods, and best practices.
– Coordinate with APE/PE to ensure the quality of required contract deliverables provided by the engineers (i.e., client reports, cross-sections, dig tracks, fill maps, etc.)
– Work with APE/PE to verify and document required equipment calibrations and contract requirements (i.e., drag head calibration, dredge positioning system, survey equipment, draft checks, monitor over-digging/dredge depth, etc.)
– Coordinate with APE/PE for site engineering training in the following quality control tasks:
-Basic RMS 3.0 training
-Completing QC Daily Report Packages
-Coordinating LNTMs/Pilot Updates
-Contract Requirements
-Inputting equipment and inspections into RMS
-Compiling and submitting contract submittals
